Latest election policing report published by MPS Tower Hamlets

Tower Hamlets local and mayoral elections take place on Thursday 3rd May and the Metropolitan Police have issued the latest policing update on relevant arrests and reported crime.

Seven new allegations are being dealt with by the Special Enquiry Team (SET) who only deal with electoral related reports and there are only two additions to the allegations being dealt with by Tower Hamlets CID.

Seven of the reports in the main table below were deemed to be not Tower Hamlets incidents.

The new allegations that SET are looking into are related to postal voting and false statements.

The two new allegations Tower Hamlets CID are dealing with are public order and “Crime related – Incident Use of police Imagery” which sounds intriguing.

Nine ‘Words of Advice’ have now been provided to one candidate re their ‘behaviour, conduct and considerations to be made when posting information on social media sites’.

Allegations reported to Special Enquiry Team (SET)

The table below reflects all allegations made that are under investigation by the Special Enquiry Team (SET). These are the RPA offences of electoral fraud and malpractice in relation to the Local & Mayoral Elections on May 3rd 2018.

As of 1500 hours on Friday 27th April 2018 the SET have received a total of 68 notifications/allegations in relation to the Local and Mayoral Elections on 3rd May 2018

Of these 51 relate specifically to London Borough of Tower Hamlets.

  • Four of the Tower Hamlets allegations were reported by members of the public.
  • 36 (71%) of Tower Hamlets allegations have been reported by Councillors or Candidates from LBTH
  • 23 (45%) of the Tower Hamlets allegations relate to the same offence, i.e. Sec 106 RPA False Statement as to Candidate.
  • 20 Allegations arise from comments persons have made on social media.
  • Four allegations relate to postal votes. The SET are working closely with LBTH Electoral Services in relation to these allegations.
  • One allegation of electoral fraud has been reported via the LBTH public portal
  • 13 Allegations are now closed as no evidence of a criminal offence.
  • Allegations have been referred to the CPS for Early investigative Advice. CPS advised no criminal offences had been committed in all 4 cases.
  • Nine words of Advice have now been provided to 1 candidate re their behaviour, conduct and considerations to be made when posting information on social media sites. A further candidate will also be provided with Words of Advice.

LW is unsure if the nine Words of Advice were all given to the same candidate? And if so what were the nine words? Stop. Throwing. All. Your. Toys. Out. Of. Your. Pram. is our bet although we would have added And. Grow. Up.

And while it is not acceptable for there to be any allegations of electoral crimes during an election period, compared to the elections of 2014 and 2015 it is dead quiet this year.

You can almost hear the tumbleweed rolling along the streets.

To be honest the Wapping Mole misses chasing dodgy canvassers around the streets of our borough but times change.

It would be nice to think the relative peace and quiet is because local politicians, their parties and their supporters have grown up but this is a fanciful notion. 

The only reason that the borough has been clam is because Tower Hamlets police and their colleagues in the SET at New Scotland Yard have deployed huge resources to ensure the election is fair.

This operation will peak on Thursday when over 600 police officers will be on duty in Tower Hamlets. So if anyone is even thinking of scratching their arse in a manner which is against electoral rules they are advised to not scratch.

Whatever the outcome of the elections the real challenge for the borough will be in moving forward during the next four years in a manner so that at the next scheduled local and mayoral elections this amount of policing is not necessary.

Only time will tell if that can be achieved.
